Zelensky States Absence of Definitive Security Pledge from Partner Nations
Ukrainian President Volodymyr Zelensky says European allies have failed to provide solid assurances that they will defend Ukraine in the event of a fresh offensive by Russia.
"I am asking this very question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.
These remarks follow a day after Britain and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on Tuesday.
Outcomes from the Paris Discussions
After the Paris talks, which included some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said a significant number of soldiers may be sent.
Allies proposed that the United States would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.
Moscow has thus far remained silent on the announcement made in the city of Paris.
Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about 20% of Ukrainian territory.
The President's Evolving Stance
The UK Prime Minister characterized the joint statement as "a vital part of our dedication to stand with Ukraine for the long-term".
He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the future."
Zelensky hailed that agreement as a "huge step forward".
A day later, however, he seemed more cautious.
"I perceive the determination, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if nations in Europe would come to Ukraine's aid.
"However, until we lack such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this question remains unresolved. And even if they do, you must ultimately depend first and foremost on your own strength."
Unresolved Issues and Ongoing Conflict
The Paris talks were also notable due to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
Witkoff said the allies "largely finished" their work on finalizing security arrangements.
Last week, the President indicated a peace deal was "ninety percent complete".
Territorial concessions and defense pledges have been at the forefront of unresolved issues for diplomats.
The Russian leader has consistently stated that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to conclude hostilities.
The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia did the same.
Russian forces now holds about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.
It has been intensifying attacks against Ukrainian cities - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with drones, albeit with varying degrees of effectiveness.
